Tracy L. Rouleau is the oceans and coastal policy analyst at the Office of Program Planning and Integration within NOAA. As NOAA’s executive secretary for the Subcommittee on Integrated Management of Ocean Resources, she focused on transitioning to the new governance framework under President Obama’s national ocean policy.
